These studies are an integral part of the Indonesian Land Administration Project (ILAP) which was started mid 1994 and will go on for 25 subsequent years. During the first 5-years phase of project implementation, the registration of traditional communal (‘ulayat‘) land was avoided, but such land will be encountered much more frequently during future phases of systematic registration in areas outside Java.

It is recognized that a failure to prepare viable options and procedures for registration of traditional communal land can lead to delay in land registration and negative impacts on traditional communities, e.g. if their comunal rights would be forced into a registration system which only caters for individual rights. It is assumed that titling and registration of land will provide more security of tenure for traditional communal land rights.

The goal of the studies is, simply formulated, to investigates the existence and contents of ‘traditional communal land rights’ in three local communities and their relation to the systematic registration of land, and to define a strategy for improving tenure security of traditional communities by designing basic approaches and procedures for the identification and recognition of traditional communal rights on land.
