BASELINE STUDIES REPORT PAPEDA (Papua Peace Education) and QUEST (Qualified Elementary School Teacher) PROJECT

This baseline study intended to gather quantitative and qualitative data on each of the indicators used in the implementation of WVI’s programs on peace education (Papua Peace Education or PAPEDA) and on improving the quality of elementary school teachers (Qualified Elementary School Teacher or QUEST) in the Jayawijaya and Lanny Jaya districts. In order to achieve the goals related to the aforementioned, a mix of quantitative and qualitative methods were used – household and school surveys; round table discussions (RTD) with community leaders; focus group discussions (FGD) and key informant interviews (KII). The surveys, RTD, FGD and KII were conducted between 15-24 January 2014.

 

The study was conducted in 12 elementary schools in 12 villages in the Jayawijaya and Lanny Jaya districts. The 12 schools that participated in the study were: SD Inpres Wame, SD YPPK Assologaima, SD YPPK Honelama, SD Inpres Wesaput, SD YPPGI Sinakma, SD YPPGI Tulem, SD Inpres Air Garam, SD YPPK Hepuba, SD Advent Maima, SD YPPGI Makki, SD Inpres Indawa, and SD Inpres Tiom.

 

In the household survey, there was a total of 366 participants (153 males or 41.80%; and 213 females or 58.20%) who was interviewed guided by a questionnaire. The participants who participated in the household survey were parents or adults who lived with the children, and they were selected via a systematic simple random sampling method. Children were considered those who were enrolled as grade 1 through 6 students; they were selected via the purposive sampling method.

 

The participants in the school survey were school principals, teachers, educaiton personnle and school committees from the 12 selected elementary schools. There was a total of 79 participants in the school survey - 7 school principals, 61 teachers, 1 school treasurer, 1 school guard and 9 members of the school committee. From the total number of participants of the school survey, 52 participants (25 females or 48.1%; and 27 males or 51.9%) came from the Jayawijaya district. Meanwhile, in the Lanny jaya district, there was a total of 27 participants (16 males or 59.3%; and 11 females or 40.7%).

 

There was a total of 8 participants who participated in the RTDs; they were persons from the regional government, culture experts, religious leaders and representatives from WVI. In the KIIs, a total of 13 participants were interviewed who represented persons in the government, religious organizations, school principals, religious leaders, tribal leaders, women leaders, and heads of school foundations. Meanwhile, in the FGDs, there was a total of 13 groups that were facilitated by 2 facilitators. In total for the FGDs, 109 participants (made up of 15 mothers and 22 fathers; 13 boy children; 16 girl children; 36 school principals, teachers and members of the school committee; and 7 WVI staff.
