PHASE-OUT ASSESSMENT OF PROGRAM UNIT KEBUMEN  (Plan Indonesia)


Plan Indonesia activities enhances capacity of communities and their opportunity to work together with others to address structural causes and consequences of child poverty at all levels. The Plan’s program approach on doing this is called Child Centred Community Development (CCCD) which is a rights-based approach in which children, families and communities are active and leading participants in their own development. Complementing the CCCD program approach are PUSP (Program Unit Strategic Planning) and program outlines, which set out goals, objectives and indicators in each sector. Plan Indonesia has worked in Kebumen Regency since 1996. It covers 5 sub-districts (Bonorowo, Mirit, Prembun, Padureso, Karanggayam) with 28 total villages. It has engaged 7,955 households and 33,816 persons. During this time, Plan has implemented the following programs:


Health, focusing on posyandu support and water & environmental sanitation,


Learning, focusing on ECCD, basic education and informal education,


Livelihood, focusing on microfinance, agriculture and migrant worker protection,


Child participation and protection, focusing on child rights awareness, children group capacity, universal birth registration and child protection.  


Plan Indonesia would like to measure the progress achieved by communities within the framework of CCCD and against program objectives. This information will be the basis of our decision to continue the program or phase out of the PU.


Objectives


The overall objective of the Phase Out Assessment is to provide recommendation whether Plan should phase-out for Kebumen and when. In detail, the assessment will meet the following:

  1. To assess the level of program achievement in Kebumen as measured against program objectives and within the CCCD framework,
  2. To assess the capacity of community organizations and local government to continue development activities (including resource mobilization) should Plan support be phased out,
  3. In the event that program objectives and CCCD goals have not yet been met, or communities are not yet able to sustain activities, recommend what actions need to be taken to reach these targets.
