Water is a primary need in life. Water used for drinking, washing, bathing, and other interests. Payment of water bill customers at this time is post-pay, which has several weaknesses, including: customers often forget to pay the water bill every month that result in charges added to next month and recording the water meter is still done manually. This can be detrimental PAM (Water Company) due to possible customers who have used water, but do not pay. This paper discusses the application smart card system for prepaid PAM water’s subscribers. Balance of the customer stored on the smart card. Customers can use the water if they still have balance on it. Balance can be refilled at balance refill booth. This system uses water solenoid valve to open and close water flow and microcontroller as a controller for components in the system. The process to refill the balance use a computer and smart card reader with Visual Basic program. From test results, the system can run well in accordance with the design.
