On the ground that consumers are normally unaware of the detailed production process of a product and thus become more susceptible to potential fraud committed by the business owners, consumer protection is necessary to be regulated under a clear legal framework. The framework refers to Regulation No. 8 of 1999 on Consumer Protection, in which the agency responsible for resolving any consumer dispute due to any transaction has been determined. One of such agencies is the Consumer Dispute Settlement Body (BPSK), which has a special characteristic due to its multifunctional roles, that is, adjudication and consultative function. The conflict resolution through this agency can become one alternative chosen by the consumers to exercise their rights aside from the general court system.
